Pepco Holdings’ Wendy Stark Takes on Expanded Role as New SVP for Legal and Regulatory Strategy

Pepco Holdings recently announced that Wendy Stark will be the senior vice president for Legal and Regulatory Strategy & General Counsel. She replaces Paul Bonney, who will retire in December after a 28-year career with Pepco Holdings and the Exelon family of companies.

Pepco Holdings recently announced that Wendy Stark will be the senior vice president for Legal and Regulatory Strategy & General Counsel. She replaces Paul Bonney, who will retire in December after a 28-year career with Pepco Holdings and the Exelon family of companies.

Stark is currently vice president and General Counsel, overseeing legal strategy and supervising the attorney staff for Pepco Holdings, which includes Atlantic City Electric, Delmarva Power, and Pepco.


In her new role, she will add to her responsibilities oversight of the engagement with state and District of Columbia regulatory agencies and the filings that support new and transformational energy initiatives, regulatory rate reviews, and other efforts that support the advancement of energy service for customers.

“Wendy has been an integral part of our leadership team for several years now and in her new role she will continue to be an important leader as we continue our efforts to advance new, clean energy initiatives across our service areas,” said Dave Velazquez, president and CEO, Pepco Holdings.

Before joining Pepco Holdings in 2012, Stark was associate general counsel at FirstEnergy Service Company, where she was responsible for the state regulatory section within the legal department representing the ten regulated utilities and the competitive affiliate before state regulatory commissions in multiple jurisdictions.

Prior to joining FirstEnergy, she was an associate at Baker & Hostetler LLP and at Calfee, Halter & Griswold LLP, both in Cleveland, Ohio. At both firms, her practice focused on labor and employment law.

Stark is active in the community through volunteerism, contributing her time and management skills to several non-profits that support a variety of charitable causes. She serves on the Board of Homeless Children’s Playtime Project, a nonprofit organization focused on serving and advocating for homeless children in the District of Columbia. Stark also serves on the board of Girl Scouts Council of the Nation’s Capital and the Legal Advisory Board of the Catholic Charities of the Archdiocese of Washington, D.C.

She will assume her new position effective December 1, 2018

The Pepco Holdings utilities Atlantic City Electric, Delmarva Power and Pepco, owned by Exelon Corporation (NYSE: EXC), provide safe and reliable energy to nearly 1.9 million electric delivery customers in Maryland, the District of Columbia, Delaware and New Jersey and approximately 130,000 natural gas delivery customers in northern Delaware.
